just that they got visas during the period the visa program was being streamlined. Only 2 were approved using the Express method.

Fayez Ahmed and Saeed al-Ghamd received entry through Visa Express.

The other 2 were issued student visas which were not part of the Express Program.

Nor is there any indication they would have been rejected using the old method.
