An increase presupposes that Phillips would make more passes to shooters who make the basket. I've not seen a tremendous amount of situations where he makes a pass and someone fumbles it or misses the shot. Some, yes, but not an overwhelming amount. So he's probably missing out on an assist, maybe 2, per game.
Phillips problem, at times, is the same thing that we saw with Pressey. At times, he tries to make the fancy or difficult pass that results in a turnover. It's not the fault of his teammates, it's a problem with his decision making and over-confidence in his ability to make a pass.
