Here is my argument in support of all the bowls...

Are 40 bowls and 80 teams too many? Yeah, maybe a few too many. When you have to let in 5-7 teams, by definition that's too many. I'd like to see the number reduced to 30-35, and 60-70 teams. That would keep the 5-7 teams out, and some of the 6-6 teams too, depending on how far you reduce.
But I like having lots of bowl games to choose from. The chance to see one more game, over and over. Do I watch every one? No. But I like the volume, and variety, as a fan. But that's just personal. Here is why more is better:
The kids that play college football bust their butts 12 months a year. It's like a job for them. Going to a bowl means a lot to them. It's a nice reward for the hard work they put in. It's a fun trip to usually a warmer place. Maybe closer to family and friends. A chance to be on TV. It's particularly important for those non P5 schools.
It's great for the local economies. Even if the game isn't sold out they still get a significant boost financially.
It's good for fans,who get to see their team play one more game. And to travel to one more game and support their team. That's important to fans. The college football season comes and goes so fast, after 8 months of anticipation building. And it's one more chance for many teams to end their season on a high note. Even if they lost 4, 5, or 6 games.
I don't think bowls should be only for the most privileged of football teams, the ones with huge budgets and 10-2 or 9-3 records or better. So I'm fine letting lots of teams get them as a reward for themselves and their fans and for the boost to local economies. But I would reduce them somewhat, not by a lot though. Make it a competition for the last 10 bowls, and leave some of the 6-6 or 7-5 teams home. But keep most of them. They are good for the fans, the players, and the cities that host them.
