for corporate HQ locations, plants, etc, right?

But if a state decides to compete with Mexico to retain a plant it's fascism and government picking winners and losers?

Is that the gist of this?

so a state with lower corporate taxes is "picking winners" (companies in their state)?

I'm surprised at the gnashing of teeth over a state tax incentive - these things happen every day.
