I'm guessing that, for at least the short term, they cost a lot more than they give back. Welfare, healthcare, schooling, even some incarceration. As long as unemployment is as high as it is (forget the official gov't stats) I don't see how immigrants with few skills help society.
And, one out of X number will kill/bomb people. Why would you expect that to stop?
