In the 1996 speech she never used the terms blacks, African-Americans or similar language. She also was not talking about "men." She stated that certain "kids" in "gangs" can be "super predators." Of course, there are black gangs, but there are also Mexican gangs, etc. and she certainly did not target blacks in her speech. So spin it how you will
