Employers dont handle HSA unless they are banks

themselves. HSA is a payroll deduction into an account. You determine how much you want of each pay check to go in there. You can open a HSA on your own. The advantage of an employer based HSA is payroll handles the tax issue instead of having to wait until the following year to take the HSA as a deduction.
And if you dont use a bank, dont use an HSA. But then you are missing out on the tax benefits.
