Yet in city after city we saw police departments afraid to take action in order to "give these people an area to express themselves" while people were hurt and businesses were destroyed. Too afraid that Holder would slap an civil rights charge against them, they had to watch and use social media and surveillance video to try to identify the criminal s who used "protests" as another opportunity to steal, loot and burn.
