It's the general rule.

I looked at the Texas counties, and not surprisingly, the urbans won convincingly, the suburbs were mixed with GOP leans, and the rurals (outside of Mexican border) were 2-3 X GOP vs Dim

If you find that map of red/blue, you will readily notice the blue dots with occasional regions, in a sea of red.
