y take political reasons off the table out of hand.
I don't think they would necessarily have to notify Congress, though, unless it was just a CYA. But if the Justice Department had already strongly recommended that they not do so and they were sure they were going to clear her regardless anyway I don't think they would have had to send that letter to Congress.
