First of all she is specifically talking about "undocumented citizens – and I call them citizens because they contribute to this country"
and look at this sentence:
"So if I vote, will Immigration know where I live?"
Why would a legal citizen be afraid to vote because then the government would know where they live? They would have to know where they live if they are registered to vote... and there is nothing to fear... they are perfectly legal.
Of course she is calling "undocumented" aliens citizens even though they are not legal "because they contribute to this country".
