the question was whether the address of citizens who vote will be disclosed. the implication (or perhaps it was explicitly stated), would citizens, by voting, endanger undocumented friends/family.

neither the question nor the answer suggested a non-citizen could vote. and the answer made explicit that only a citizen could vote.
