I don't disagree that corruption will cease to exist

I do disagree that the effects of that corruption are equally or similarly pervasive.
The US federal government represents the consolidation of immense power (i.e. control of the world's largest military, world's largest tax bounty, world's reserve currency).
When people are corrupt at that level, the corruption has pervasive effects.
In a developed nation like the US, I would venture that local corruption could be better well maintained after decentralization.
