But she has avoided criminal charges because of her position of power.

You can look at last week or you can go back to Whitewater or the Travelgate scandals. She was formally determined to have lied about Travelgate and then made to bring back the people she lied about firing so she could give her own friends the jobs that she "created" through wrongful termination.
