His punishment for the violation (by whatever authority - City, University, whoever the ticketing authority is) should be commensurate with his offense, i.e., slight.
The decision about whether he plays football is governed by the terms of his scholarship, which typically contains a conduct policy. So, unlike the original post, he's not being "suspended for protesting big government" - he's being suspended for acting like a spoiled child and conducting himself in a manner inconsistent with expectations. Any rope that he was going to get was likely shortened by his earlier actions.
