in the mideast and knew the American people would demand a pound of flesh if the extent of Saudi involvement was made public. You may disagree with the decision but there was nothing unethical about it. If you feel it was then politics in general is unethical.
No one lied about Iraq, before the war the intelligence said that they had WMDs because Hussein wanted the world to think he had them. As it turned out they did not exist but that does not make the prewar assessment a lie. At the time no one was dissenting in that assessment.
So neither of your examples are unethical IMO.
