By the way, what other college basketball programs/teams currently are, or have been, given a 'Decided Officiating Advantage' by their respective conference? Or are we, with the Big 12, the only ones?

Was the 'Decided Officiating Advantage' put in place in the Big Eight after the 1994 season and then grandfathered in when the Big 12 came into existence?
