Insurance companies can get almost instantaneous reports for new applicants (or existing ones) listing other drivers in the household that are not included on the application.

The states could cross check voters' addresses with their own records, like addresses listed when the get a new car, property tax bills and so on, but databases from utility companies and the post office among others.
