In Missouri people that had moved to a different county, or had moved into Missouri and did not register a couple of weeks before the election found out that it was too late for them to register and vote in the correct jurisdiction... but if they voted where the state thought they should vote, no one would be the wiser.
Per the voting rolls they are voting where they are supposed to vote.
I suspect if it ever eventually came to light, which is rather improbable I would think, they could just play dumb and say they didn't know any better, and they had a card from the state telling them they could vote there.
I doubt there would be any adverse legal ramifications for them. At worst their vote probably wouldn't count. But I imagine less than 1% of the votes cast improperly would be caught by the system... probably a lot less.
To my mind, a lot of that is the fault of the election checks and balances.
