Girl Scouts get around it by not allowing troops to have a year to year carry over of funds. Our own Scout troop had an issue when a Scoutmaster had too much unchecked access to the checking and got caught in an audit. PTA's are legendary because the large amounts of money raised in fundraisers and having novices in charge as Treasurers.
It might happen with police depts but you are fishing with the wrong bait in the wrong pond. Mexico and Central/South American countries have track records of corruption going back for years. It's a way of life.
