If you think money just flows in for bribes and kick backs you watch too much TV.
Never even offered a bribe for a traffic ticket, let alone a drug arrest. Wouldn't have accepted it anyway. Never knew of anyone who took a bribe of any kind.

Yes. Mexico is corrupt. From the top down. That is why it's a 3rd world sh*thole and why the drug cartels have free reign.
