Podesta's email explicitly discusses the benefits of media polling, not their internals.

There would be utterly zero benefit to and therefore zero motivation to 'oversample' their internal polls, because it would wreck their analysis and any decision support from said analysis. Your reasoning here isn't even that of a child. Not kidding.
