I think the bar was a bit lower than that. I think the bar was:
"He needed to convince American voters that he was at least a less unacceptable person than Hillary is."
Per one survey I saw both candidates "scared" more than half of the respondents with respect to the job they would do if elected to become the president.
For many/most voters this is a matter of selecting "the lesser of two evils".
Hillary's lying, deception, collusion and very poor job performance are very much issues on the table for most voters.
