If I strike someone with my car and hurt or kill them I may not have committed a crime.

Did they run a red light? A stop sign?
Did they dash out from between two cars and I had no time to stop?

Now... if I did those things while driving impaired I likely committed a crime. If not impaired, I likely would not be charged with a crime.
