Now they MAY have run the plates since they noticed him the first time as they were still trying to locate their suspect for a warrant service. A dispatcher could have run the registered owner as a routine follow up to the registration and his info could have popped up.

Felon, smoking pot in a public area, flashing a gun around inside a car, gun later determined to be stolen, guy has a violent past (including shooting at law enforcement).

Yeah, stay on that path defending him.
