Simply put, govt could subsidize the thievery by paying grocery stores additional, and by paying for the massive security increase. Heavy police presence.

Incredibly expensive.

As to the lawsuits, it's not the stores suing. People sue blaming the store for assault, robbery in parking lot, false arrest for shoplifting, being fired for employee theft, "falling" in store, etc.

In other words, law suit lotto. Even when the store wins, they lose money spent defending them.
