It's the indentured servant part.
The salaries look like they are close to matching , to avoid the govt regs.
The appeal to companies? H1B people can't leave, complain, ask for raises, and can be made to work massive amounts of unpaid overtime. Do that to experienced american personnel, they find better jobs.
Companies would rather pay more people less money each, than hire a skilled american.
