From what I saw, Wes never developed into a PG.

A great deal was circumstance.
I recall freshman Wes played for Haith on a team where Jordan & Jabari were given free reign of the team. Haith won more games that way. Passing the ball inside was futile.
Next year he played for Anderson's new team that was categorically having to figure things out.
Then his last year he was expected to be the man. So he pushed it to score. But the non-mature team needed a PG to bring the team together for following years.
Hence, a history of non-development.
