fear of being arrested. At least before there was a law on the books if these "thugs" were caught carrying a weapon without a permit where it provided law enforcement with at least some recourse to arrest them. I know plenty of gun owners who are C&C permit holders. It seems as if this law wasn't geared towards them. It seems like it benefits the non-responsible gun owner moreso than the responsible ones.
