It's an over-used and inaccurate way to describe enforcing laws against illegal drugs.

No one race is genetically pre-disposed to use or sell illegal drugs. That part of the equation is a cultural issue.

There is no "war" on the people, but if we were going to label anything as a war on the people, it should be the war on the morality of people, which does seem to be in full effect.
