involvement. That means no eminent domain, no tax breaks and no assistance maintaining or building it in any way. The upfront cost would be astronomical and the return on investment would be a trickle.

Is it possible, marginally. Just purchasing the land would be a huge undertaking and the first time someone wrecked because you failed to clean up an oil spill or clear some ice you would likely be out of business.
