where they declare jurisdiction as to dictate their rules on everyone else, enforced by the larger state, of course.

No one who lives there need consent. They are deemed to be under their jurisdiction regardless of consent or dissent just by the very fact of the boundaries they claim as their own.

You vociferously reject that for all governments who do the very same thing.
