I suspect you are right. And further, I've read articles about the difficulty police departments, specifically the St. Louis Metropolitan PD, have recruiting black officers to meet their goal of having a police department look like the communities they serve.

There just aren't enough and all police departments are having trouble retaining officers, black and white.

It's a no win job right now. Things are likely to get much worse before they begin to get better.
