If you're going to reference a definition, why not use the whole definition?
a belief or doctrine that inherent differences among the various human racial groups determine cultural or individual achievement, USUALLY involving the idea that one's own race is superior and has the right to dominate others or that a particular racial group is inferior to the others.
While acknowledging that it's an important distinction to show how one's belief can be used to negatively impact another, it's only important in assessing whether one can be sued for it. For instance, we passed the Civil Rights Bill in 1964 which made it a crime to discriminate based on race or gender.
Therefore, it's illegal to act on your racism in the workplace and you can be sued for that. However if you say racist comments in the privacy of your dining room table, then that's not something one can sue over. To say that a belief doesn't exist unless one acts on it is philosophically fallacious.
A belief is a mindset. It doesn't require that we act on it against someone.
