There are some smaller African countries that produce terrific soccer teams, and Africa produces the best distance runners in the world.
One big problem I think Africa might face in producing high level athletes is a general lack of of infrastructure and the fact that many areas in Africa have failing economies and third world qualities. Not sure the dictators and warlords care anything about providing adequate sports programming to the masses.
