Once the pea brains in Washington figured out Iran was the big winner of the Iraq war, they collaborated with what was left of Hussain's Sunni military apparatus to create ISIS. It started in Iraq as a way to attack Shia's who were allied with Iran. Read Seymour Hercsh's article from 2007 titled "the redirection", I posted it above.
The whole ISIS as a fundamentalist religious cult was just a tactic to cover up what was going on. But it has gained a momentum of its own as some loser young men have been duped into joining ISIS on the basis of the cover story/propaganda. But the core group of foreign fighters are just the usual mercenaries (many from Chechnia where the West has conducted a long-standing terror campaign targeted at the Russians.)
The terrorist campaign in Iraq dates back to 2006 or earlier. There were near daily suicide bombings against Shia targets in 2006 to 2011. The widespread nature of the campaign and its duration leaves no doubt that their were national intelligence services behind it. Probably a combination of Hussain's organization and our allies, primarily the Saudis.
