Chicago for civilians and police alike.
Chicago just looks bad now because while their violent crime has dropped 35% since 1990, places like New York have seen a remarkable 80 to 90% decline in homicides and a massive decrease in other violent crimes as well.
People who think crime is worse today than it was in the early 90s are folks who probably didn't live in an urban neighborhood in the early 90s.
Crime actually is worse in the exurbs and outer suburbs today. People who live in these areas then freak out about cities, which are actually much safer today.
