increase the amount of government assistance. If the government is paying you not to work you will never escape poverty. You may still be poor working at McDonalds or Walmart but both of those are first steps to escaping poverty. Job skills, training and knowledge can be gained that will make you attractive to prospective employers you will gain none of that while sitting around collecting a government check.
