GI Bill out of the 40's, 50's creates skilled, trained workforce and explosion of innovation and economic growth.

Do THAT again. Set up 2 Year Citizen Corp to clean and rebuild cities at relatively low wages to set them up for a GI Bill type/Free Community State college tuition.

That's a start. Bring the Unions back to battle back the Capitalist class while you are at it.
