in an anarcho-socialist society how exactly does the community own the means of production?

For instance, who would own the radio stations? The government?

Or would people get together & start & grow one? If so, what if they started making too much money and started getting rich?

Or what if one was really struggling and the owner(s) needed more capital to survive? Would the community help out? It would be completely voluntary, or would there be a mandatory tax?
