You seem incapable of understanding the difference between law and policy, law and regulation. And who can change law and who can change policy and regulation.

A hint: one is Congress, the other is the President.

This whole discussion is because you believe Biden violated the law. He didn’t.

He may well have changed policy and regulation - as is his authority under the Constitution, as long as his policy and regulation follow the law. But the actual law doesn’t require the kind of vetting you think it should.
