very few mentally ill people ever appear in probate court and are actually adjudicated as mentally ill. not saying it doesn't happen but not nearly often enough.
but no, i don't think trans people should automatically be banned from possessing firearms. so i think it's a stupid idea that will be overruled immediately if tried.
