behind some of these actions, or inactions.

For instance, teachers reported concerning behaviors to their superiors before the attacks but nothing was done. The question the grand jury apparently did not ask was why. If it had been a normal boy accused of the same things I assure you that there would have been some action taken. I would suggest that the lack of action was either out of fear of facing backlash for singling out what was a highly protected class in Loudoun County Schools or their own personal biases keeping them from acting.

To say that the transgender angle to this had nothing to do with the outcomes sounds like another form of whitewash.
