They need to disband the city council, dump the mayor and let congress be in charge of the day to day running of the city as originally planned.

But only until the city can be absorbed by the surrounding states. DC should be patterned after Vatican City. Just the federal buildings, offices and parks. No separate businesses or residences. The Capitol Police would be in charge of law enforcement, DOJ and the DC circuit could handle any court cases and the Senate could create and oversee the laws of the district.
