they'd pull back to targeted opportunities to hit Hamas. They have a history of doing that successfully even when Hamas was embedded in the populace. Hitting hospitals, aid suppliers and journalists isn't going to gain you much sympathy or support though.

It looks less like a response to illegal acts and more like a land grab each passing day.
