From a simpleton standpoint you are correct. However, the human condition has o be considered. What laws are you going to implement to stop people from feeling fear and anxiety. What laws are you going to implement to keep young people from socializing. We have laws against alcohol and drugs etc. but violence has been in existence for as long as man has existed. When threatened it is fight or flight. A gun is an easy weapon and the most lethal weapon to obtain. Make it difficult to obtain by reducing the numbers everywhere, make them more difficult to steal.
