what gerrymandering is.

Well, Ted Cruz probably does, but he wants you to think it’s something different.

Assume a square state with:
1) Even population distribution.
2) 60% R 40% D, also evenly distributed

Divide the state into four Congressional districts by drawing lines across the middle E/W and N/W - four equal squares.

That state would have 4 R and 0 D seats and not be gerrymandered at all.
