One of the reasons, is they were created by Congress, with the approval of the President. The Constitution did not create any courts other than the Supreme Court. Only the Supreme Court is a co-equal branch to the EB and LB. All inferior courts have limited jurisdiction and limited authority. They only get to rule on matters within the constraints of the laws passed by Congress and the President. You must have missed 5th grade Constitution class.
