"At its core was a concerted effort by the party that had lost the election and was losing power, taking steps to insure the continuation of an "investigation" of the party that won and was taking over -- an "investigation" being done by the very subordinates of the person who had won but about which they were disclosing as little as possible. This so they could place political obstacles in the way of the incoming administration in order to reduce its operational effectivenss.

It was a soft coup -- not necessarily a takeover, but it was clearly intended to preserve as much of what the Obama Admin had done as possible."
