Depending upon how many of the deep state is still in a position to prevent it, one risky option would be to release as much as possible as quickly as possible and have as many of the highest level perpetrators arrested as quickly as possible and hope that the rats will scurry for cover in self-protection mode, rather than sticking their necks out further in order to exact revenge.
Of course, how difficult would it be to arrest Mossad or MI6 characters in quick fashion. I doubt that whatever honest CIA members who might be left, if they exist, would be ablt to arrest Bibi & his friends in a timely manner.
